first off all when inquriy held almost six months back from current date. your EO has to sent the minutes of inquiry to you just after conclusion of inquiry on every date.

you can fight this case before tribunal and blame them from not providing Principal of Natural Justice to you. i have a number of case laws of apex court which would of very helpful to you.
