Power of head of office

hi, I'm a gr B gazetted officer in a central govt office. The post of  head of office is vacant for some times and a gr B gazetted officer senior to me is looking after the duties of head of office who wants to remove me from a key appointment (say DDO). My question is can an officer of similar status (though acting as head of office) remove other officer (similar status) from key appointment ?

The HOD has the discretion, which he/she will have to act judiciously, otherwise challange his/her action.

Now he is the HOD and he can function with the powers of HOD and not as an equal designation to that of yours.  If you have any grievance over his actions against you, there are other procedures to be followed for redressing your grievances.
