Special Civil Suit appeal

In a case of mine, i happen to be the plaintiff

The suit involves to a licence to do business particularly known as a CARD valuing an amount of Rs. 25 lacs. The said card of my ownership is transferred to someone else so i filed a suit and 

The suit is dismissed on grounds of "no cause of action" under order 7 rule 11 (a) of CPC

now my question is
 
1) can i appeal in district court? If yes under what section? (it is Special Civil Suit and not Regular Civil Suit)

2) Can i get my court fees back,??if yes what's the procedure??? 

3) where can i appeal if not in district court for the suit?? 

4) Do i need to pay court fees again??

What's about the cause of action? have you shown it in the plaint.  If you have shown then you can file an appeal against the Judgment and decree.  Jurisidictionto file an appeal depends on the claim.

If possible please explain pecuniary jurisdiction or a reference to the said provision
