More than the law, the officer ought to have the sagacity to stand up to the corporate; it is the law, but the stature of the officer that protects him in such situations.

That all depends on the power of the Union and the authority of the commissioner. If anyone obstructs a public officer on duty, it is a criminal offense and an employee can not make individual fights but has to involve the organization and such unions. (Now these shows are normal publicly they scold employees and treat them like dogs and they go the employees' residence and offer private apology stating some excuses for provocation)

1. Nothing surprising in the routine query. Irrespective of his own mistakes or deliriction of duty, Public Servant /Govt. Officer, can file Police FIR against corporator.
2. Corporator can scold /beat /restrain any Public Servant /Govt. Officer, PROVIDED corporator is willing to undertake Three years of Free Lodging & Boarding in a State Prison, for offences of "intimidation, threatening, restraining /etc.... " and further to get disqualified as Corporator.

File police complaint against the corporator. Every one has a self-respect which is much above the Corporator. No one can scold like this (as you have stated).
