Nothing stops you to study. You may continue.

Oh yes you can…! To enhance the career prospects of many students like you, the UGC has approved a proposal to allow students to pursue two degree programmes simultaneously.
This is such a welcome move. For all practical purposes, even an engineering student can now pursue a degree in economics or any other subject for that matter

I don't think class 10 or 12 examinations come under the purview of UGC! Reference of UGC is not applicable here.

You can proceed and pursue 12th class from 2 different Boards, there is no legal bar and legally valid.
