a parcel has been booked through dtdc from pondichhery to guwahati under central sales tax against C form .but due to negligance of dtdc pondicherry the parcel where seize at kolkata informed by their kolkata office over tephone and charge Rs 26450/ as panelty of sale tax but did not provide any seize list of goods and any paper issued by sale tax authority of West Bengal.and as it was the duty of dtdc to prepare transit document not the duty of consigneer or consinee. what sort of criminal and civil or consumer action shall be taken by me agaist them
