Daughter rights after Hindu Succession Amendment Act 2005

Father(owner of the ancestral property), Tenant, had died before 1998. Ancestral property not partitioned as on date. Now After passing of HSA Amendment Act 2005, does the daughters have rights to claim on the property of expired father as coparceny share? Question 2- can we get the succession certificate with only the name of sons leaving daughters name as father died prior to commencement of Act.?
