The site is vacant for the present and you require approvals for such construction. When the SC has directed not to permit new constructions certainly you will not get permission/approval as this action may amount to contempt of court. Proceeding without approvals and when there is a stay order is highly risky, as after digitalization, the google map may show vacant sites on the date of such order or subsequently. It is highly risky and approval after construction is not certain.
