You may co relate these two saying that birth happened in Banglore evidenced by Letter of Hospital on which basis the certificate was procured by statutory authority of Tamilnadu.  Instead of declaratory suit you may opt for getting a affidavit affirmed by first class magistrate of concerned jurisdiction which must be binding and suffice for issuance of passport under law of the land.

Sir thank you very much for your replay. In birth certificate issued by tamilnadu they have stated the village we were staying in as place of birth. Now the conflicting part is birth in bangalore- certificate issued in tamilnadu- place of birth village name. Please let me know how to resolve this.
