Departmental exam

A employee joined government organization in particular cadre in 2011 as per eligibility criteria advertised and as per existing guidelines he can be promoted to next higher post of their own cadre suppose assistant to Manager, but he don't have qualification of Manager. Soon after 3 years department introduced departmental exam with criteria that who are eligible for Manager can write of Departmental exam but assistant who can be promoted to Manager through promotion do not have right to sit in that exam due to not having eligibility criteria. If it would be right while policy framing???

 As per your post from day of job advertisement to date establishment has clearly communicated eligibility criteria/education qualifications…..

Apparently there is NO defect..

Try to get approval for acquiring and adding qualification per applicable procedure..
