Departmental inquiry proceedings

In a Departmental inquiry proceedings can a inquiry officer stop the charged officer from attending any out station official duty. Also van he /she write to authority not to grant leave to charged officer during inquiry proceedings

Dear Sir

My questio  was whether a IO can write to Head of CO not to allow him out station duties by citing the reason hinderances in the inquiry proceedings. Even CO has attended all proceedings on the prescribed date and time and  such letter was not mentioned in DOS.

IO can pass any instgruction suited for smooth conduct of inquiry.
