I do not know the specific rules in AP. Generally all Govts follow the pattern of CCS(CC&A) Rules which are vailable in marked. I am sure similar such rules of Andhra Pradesh Govt will also be there in the market in both Telgu and English version

Memo will be issued alleging certain irregularities alleged to have been committed by a person calling for his explanation. The employee has to submit his explanation explaining the circumstances within the stipulated time.

This may be a chargesheet. A chargesheet is a memo proposing inquiry attaching wtih it the articles of charges list of documents and list of witnesses. An ordinanry Govt servant who received cahrgesheet for 1st time cannot understand and belives it as memo. An advocate not well versed in disciplinary proceeding can also not understand.

In some Government Organizations and corporations, a memo fill be issued on the basis of priliminary enquiries or complaints calling for the explanation and subsequently if not satisfied with explaantion, department will issue Charge Sheet by preparing article of charges and subsequently they will conduct enquiry

Even that chargesheet is termed as "Memorandum" and a layman receiving c/s for the first timecannot know it is charesheet till told by someone.
