Disproportionate punishment

whether high court will interfere in punishment awarded in disciplinary proceedings. On what grounds and criteria it will interfere that it's shockingly disproportionate. kindly share with case laws

Punishment could be classified as minor and major.If major penalty of dismissal awarded wherein the charges are minor in nature, warranting just finr, stoppage of increments, it could be dispropotionate punishment.
