Dowry prohibition act

Dear members, kindly give your views regarding the following matter, its very urgent please.....

Section 6(3)(a) of dowry prohibition act says that if a women dies within 7 years of her marriage due to unnatural causes the dowry property goes to her parents or legal heirs. In my case the deceased has no children, her father is deaf and dumb,her mother cannot walk, the deceased has brother. Can brother of the deceased file petition under the said act if the parents give power of attorney to their son? Can  private complaint be filed on behalf of the principal bygetting power of attorney? Please give your views..

yes, you can file on be half deceased brother, along with memo and petition.
