Sir,
My friend plans to take up an assignment as executive engineer ON CONTRACT with an autonomous institution under the Ministry of human resource development. The contract is initially for a period of one year which may be extended to another 1 year. Can he take up some consultancy work (not of the institution) in his spare time with out affecting his regular work. His appointment order does not contain any clause against this. Will it be illegal to do such consultancy work.

He cannot opt for the dual employment. He can do it on another's name.
