Employee compensation act, 1923

IN one Case, the Principle Employer has paid  Compensation to DLC/EC after the death of workman in the premises and requested to make payment to the dead persons and thereafter He has deducted that much amount from Contractor / Now the Contractor have moved an application to the Commissioner under section 12 and 13 of EC Act that the Insurance company may be directed to indeminify the amount of  compnesation paid and deducted from his bills .

what is the correct law on this subject whether the EC is empowerred to recover to direct the insurer to deposit the amount ?

IF not then what is the intention of legislation to facilitate death compensation easily to the dependants of deceased?
