Enforcement of order

Hi Sirs/Madam, I am accused in a 498a/406 case. Presently my case is in Defence Evidence. I have one voice recording which is conversation between my jija and brother of the complainant. The content of the CD is material to adjudicate the case. ACJM Court has already allowed the application for voice comparison of the CD with voice of brother of complainant at CFSL Chandigarh. Police has been directed to take the brother of complainant to CFSL Chandigarh but he managed the police and did not went to CFSL Chandigarh. On last date police has given report that he is not making himself available for voice comparison. Court has issued notice to him. Now my query is what is notice issued and how the order can be enforced for voice comparision.
