False affidavit

Hello experts,

Regarding the case against the actor, it was said that they let him off the hook even though he submitted false report, or false affidavit stating that he lost his license to use arms, but in fact he had given it to get it renewed. Why was he let off as not guilty? What he did was misleading to the court, and contempt of court no? Even if he says it was "mistakenly." He knew he had given to renew right

Won't this be unfair to people who got punished for same issue?
