Flat Registry without kashra number

Is it possible to register flat without mentioning kashra number. Falt is in regularise colony. But the seller deed mentioned kashra number in the plot sale deed.

I am planning to buy a flat in Mahindra Park Adarsh Nagar 110033. Through loan sanction, my loan is sanctioned on same property. Advocate mentioned that, the registration is not allowed in this area, but it may possible if registry is without khasra number. As kashra number is under government.

It is not clear as to what do you mean by saying "Khasra number is under government"? Do you mean to say that the land in the Khasra has been notified for acquisition by government?
