For new electric connection

WE HAVE PURCHASED A INDUSTRIAL PLOT IN WHICH FACTORY WAS RUNNING PREVIOUSLY.

THERE ARE SOME DUES OF ELECTRICITY AND THE R.C WAS ISSUED BY TH DEPTT.
 THE SELLER GOES TO THE CONSUMER COURT AND THE COURT DEPOSITED SOME AMOUNT AND STAYED THE R.C

NOW I AM THE NEW OWNER AND I HAVE APPLIED A FRESH CONNECTION OF ELECTRICITY, BUT THE ELECTRICITY CO.  WANTS US TO FULFIL THE PREIVOUS DUES OF THE PREVIOUS OWNER, BUT IF THE R.C IS ISSUED AND THE COURT HAS STAYED THE R.C SO WHY DO WE HAVE TO PAY THE MONEY ?

KINDLY GIVE THE ANSWER AND ANY LEGAL OPINION OR JUDGEMENT OF ANY COURTS..!!
