Visa is not a civil right of any foregner rather it is the discretionary power of Ministry of FA, Govt. of India. If the entry of any person in India is not desirable despite of his marriage with Indian person even then he can be denied visa to visit India.

he/she may be entitled for PIO/OCR card ...better check MEA website for more details..where does the indian citizen live ? in india or overseas ?

Yes, s/he will be allowed to come to India, but before that you need to apply for the registration of the marriage under Foreign Marriages Act.

Firstly you should register your marriage at the office of marriage registrar situated at the place of jurisdiction where your marriage has taken place. You may request your wife to visit the office of marriage register and do the appropriate complaiances as required. If reuired then you may give them joint declaratory affidavit duly notarised stating about your marriage and the residential arrangement along with the bank statements. Hope this should suffice your query and you will certainly get visa to India.
Under Foreign National Marrriage Act 1969, if it is solemnized under Hindu rituals then the letter from the Purohit who performend the marriage, the marriage invitation and photos of various rituals should be submitted while applying for visa.
Section 17 of the Foreign Marriage Act, 1969 clearly provides: Registreration of foreign marriages. Kindly note one thing, Religious marriage is most important to get visa to India.
