Forwarding of application to other institution for higher po

Greetings of the new year!!

Anybody could please enlighten me with the fact position relating to undermentioned matter.

I am employed at an educational institution as Asst Registrar. The institute is under Ministry of Human Resource Development. I have almost completed my probation of 2 years and am still in the service.

Recently against some advertisement for Deputy Registrar at Mandi, I am willing to put my candidature forwarded through the present employer. The required experience for the post I am applying to i.e. Deputy Registrar, is of 5 years in the grade pay of Rs. 5400. 

I have only 2 and half years experience in the gradepay of Rs. 5400, otherwise total experience is of 8+ years (govt service of 8 years) 

To my extreme surprise, my present employer has regretted to forward my application citing the reason that you donot have required experience of 5 years in the gradepay of Rs. 5400 as required in the advertisement.

I have tried to explore the rule position in this context, but was not at all able to get the same. 

Any expert opinion in this regard would not only enrich my knowledge and but also help me build a good plateform for others to come in this row.
