Government scheme for SC , ST Poly house with 95% of subsidy of 35 lacs ruppes for poor former's .. including government servents and contractors has done fruad , they have not done the work and taken all the money. we came to know that issue after RTI filing.. We have loadged case in ST court , but no response and no earings ..
Please suggest me I can go to district or high court.

Before going to HC, it is always proper to build up a case with pucca evidence, and you should also establish that you are knocking the door of HC, when all other efforts failed.
File a complaint (Not Anonymous) before that authority that gave subsidy and another complaint to the financial institution that advanced the amount. Wait for a month for response and file complaint before CVC with all such relevant documents online.
Wait for Central Vigilance Commission response and then approach high court, narrate your efforts from the beginning, in action by authorities that are really concerned and pray HC for directions to authorities to file a Civil case for recovery, a criminal case for cheating, fraud, and breach of trust
