further appeal

Hi My friend had filed objection to an application for changing of khata stating facts of his rights. The tahsildar ordered against my friend. An appeal was preferred before the assistant commissioner(AC) revenue department. That was also rules against my friend. I need help in knowing where should I appeal the order. Is it high court of Karnataka or deputy commissioner or KAT Regards Naveenraj
