Gairmazarua Dhekedar land in Bihar

We have 1 acre gairmazarua dhekedar land by Bettiah Maharani. The land in our position since 120 years. Mutation is updated. But Circle office is telling this land is not transferable & after transfer mutation will not done. What is the fact & what r the rules?
