Only such Govt. officials who enjoy such specific powers as per directives are treated as Gazetted officers.  The attestation depends on specifications of the authority who is accepting such documents. 

Gazetted officers are those public servants whose appointment as well as retirement or otherwise ceasing to be in service are duly notified in the Government Gazette.
