Gipsa companies downgrade qualification hindi post

The applicant seeks following information of duly certified documents including relevant guidelines, case law, if any,as per  records of  the public authority.

 

 

 

1.                 Information  of  the doctrine  of  absolute  discretion  by  an  administrative authority of the OICL in the course of decision to issue show cause notice to employee or awarding punishment to employee or filing a writ petition impleading an employee  as a respondent.

 

 

 

2.             (a)Before awarding decision on departmental inquiry against  an employee ,information of the competent authority of OICL following procedure of making note-sheet in the OICL.                                                                                           (b) Before disposal of departmental appeal of an employee ,by a competent authority of OICL, procedure of  note-sheet in the OICL

 

 

 

3.             From 2007 till date: (a) Information of the rank of competent authority who is empowered to transfer an employee of OICL beyond the radius specified in TMP (transfer and mobility policy).

 

                                 (b) Information of the Board of director’s resolution,if any,to transfer an employee  without making  reference of the TMP (transfer and mobility policy).

 

 

 

4.             From 2007 till date: Information of the GIPSA/Govt of India and/or Board of  Directors of OICL guidelines on the basis of which the mandatory qualification required for specialized  Hindi Translator/Hindi Officer/ has been relaxed from  minimum second class/50%  in   graduate/post graduate to that of merely graduate/post graduate in Hindi /English.

 

 

 

5.             Information of minimum qualifications of employees functioning  as Rajbhasha Adhikari in publication of magazine etc .(from 2007)

 

 

 

6.             Consequent to Chief Vigilance Officer of the OICL receiving e-mail by

 

Central Vigilance Commission information of  the  procedure of  acknowledgment,registering complaint , to decision of CVO be communicated to  the complainant.

 

 

 

7.             Information of  implementation  on the basis of recommendations of Parliamentary Committee Official Language visit during 2013 to one of  OICL office  in respect of  following the rule of one  Hindi Translator &  Hindi Officer for  25 and 100 employees respectively.

Overt or covert support to corruption in public life in the GIPSA is being reported time to time.

There are specific DOPT guidleines that a Hindi Translator's Minimum qualifications must be Post graudate however

the GIPSA company management has whimsically and capriciously downgraded the qualification from Graduate with second class to

that of Higher Seconadary first class.

There is no open recuritment for eligible  citizens of India instead,only urban city based employment exchange listed persons are eligible

The modus operandi of downgrading Hindi post qualification in a GIPSA company is attached,as per RTI disclolsure ,though the Board of Directors have not apprpved the higher secondary qualified hindi translator recruitment,the chairman of the OICL has put in his signature on a "note-sheet"

The RTI you posted above is vague and provides avenues of diversion.  Not well drafted.

 

Have you challnaged the said change of RR in any court so far.

 

Has any written and signed complaint been made to Sansadeey Rajbhasha Samiti

 recruitment is solicited in wider public interests.

Subject: downgrading of the minimum qualification of Hindi Translator’s post in the PSU insurance co.

 

That a notice on behalf of applicant was submitted dated 29.11.2013* by advocate Vishweshwar Dutt Agnihotri and consequent  reply dated 04.03.2014* issued by Meenakshi Talwar,Chief Manager was received.

 

 

 

In the notice reply para 1 it has been informed that “change in the eligibility criteria was made after obtaining the approval of Competent Authority”.

 

           However,it has nowhere been informed that by way of a specific resolution of Board of Directors the alteration  in the criteria of minimum qualification was made .

 

     The applicant recalls the GIC directions dated 13.02.1984* to all General Insurance PSU insurance companies in respect of relaxation of Minimum qualification from Govt of India  norms of Post Graduate to that of Graduate with second class on condition that the Board of Director’s ratify the relaxed norms.

 

                  The applicant be informed of:-

 

 (a) Copy of the Board of Director’s resolution in keeping with GIC directions 13.02.1984 for relaxed eligibility creiteria of Hindi Translator’s post in the OICL

 

(b) Information of instructions,if any,from the Govt of India with effect from 1984 till the advertisement dated 31.10.2013 that the power of relaxation in qualification of Hindi Translator’s post,(admittedly,a statutory requirement as per the queries and clarification, consisting of four pages, dated 23.06.2006  in respect of Transfer Mobility Policy issued by  General Mgr Dilip Dhar) be entrusted to Board of Directors shall henceforth be delegated to the chairman of OICL

 

(c) Information of the ground of deviation from the ealier norms
