Govt body vs autonomous body pay differnce

Dear Sir,

I am Working in autonomous body  (fully funded by central Govt  ),there is similar pay between autonomous and pure govt body before 2010,

but after 2010 pure govt body had  revised pay scale and implemented. but  our autonomous body not revised payscale. 

so we are not getting new pay scale benefits. even we have wrote a letter to our director for revised our pay scale.

but Our institute replied " denied to implemented revised pay scale due to autonomous body and it have own rule and bye-law"

Please suggest me what we will do for getting revised benefits.
