Hma section 21b speedy trial application

Can I directly file HMA Section 21B Speedy Trial Application in High Court instead of District Court?

How much hearings HC will take to decide on this application?

You can file the application. But no one knows how much time it will take to decide. HC are already overloaded with these types of applications.

You may try your luck. But then the HC is as it is dealing with a lot of such applications daily.
