His legal heirs must immediately issue a notice for returning the mobile if the case is closed.   Contact a local advocate as he may be having such influence in getting back such mobile without any difficulty and legally.

File RTI Application to Station House officer,.....................Police station and seek a certified copy of post mortem report, FIR, and closure report. stating the specific purpose.

Please remember that operation of any bank account the bank should be informed of the death, and operations in such account amount to a crime.

The alleged suicide note itself need be conclusive while investigating an unnatural death. Moreover, the urgency cited in getting back the mobile is less than convincing.
