How the liquor shops are allowed?

In my Home village, Renigunta(Tirupati) Liquor shops are resurfaced My doubts are Some shops very close to Temples ( I think the distance should 100 meters) The village has the population of 26000. If the population below 20000 the ideal distance from the Highway is 220 meters. The 500-meter rule applicable to the village. In front of Railway station two shops opened. As per the railway act liquor sale or drink or serving is punishable How I have to expose these irregularities
