The court room misbehaviour of a family court judge can only be taken up by the administrative side of the High Court alone. The details of how to present a complaint is provided in a circular available at the District E-court site. The circular issued as per the Supreme Court directive is available on the web, if you make a concerted search.

The complaint needs to be accompanied by a sworn in affidavit.
