How to serve legal notice to a tenant under rent control

I have a question that how to serve the legal notice to a tenant under Delhi Rent Control Act for default of rent and termination of tenancy when the notice was sent at tenanted premises as well as last known residential address (mentioned in rent agreement) and same were returned back un-served from both the addresses with remark "always locked" from tenanted premises & with remark "addressee moved from the address" from residential address. How to file the eviction case in this case. Please help and if possible give some reference from law or judgements etc.
