How to transfer sra flat alloted by bmc?

hello, We got flat under SRA from BMC as our house went into govt project. As they have given us only allotment letter of flat. How we can transfer it on our name? We spoke to BMC officer and he told us once building get completely occupied we will provide you information for the same. I think as per process we will penalized if we delay in registering the flat. Please suggest me how to deal with such issues. Thanks
