illegal construction in front of house in society

in front of our house; neighbor built a illegal construction; it creates problem for vehicle transport and parking ..I am from engineering field so haven't any knowledge how to tackle these...so please help.

How do you know it is illegal construction.

If it is illegal construction, then give a complaint in writing to the Municipal Authorities concerned and take acknowledgement.

If, yes what is the response of society!
