Inaction by DGTCP, hayana against erring builder

This is the Show cause notice issued to The licensee who has created all illegal rights on the licensed Land

Almost a Year has passed  when the Show cause notice was issued by the DGTCP haryana, on 27-12-2013  but the DGTCP has not taken action against the erring builder showing utter contempt of the Law of the Land. The Anxious Buyers of Flats in the Project of the erring builder approached the Ho. Punjab & haryana High court, where the Ho. Court gave order attached.

The buyers which were tired out of inaction by the DGTCP got a response from the Hon. court that DGTCP should take action within 3 months .

Pls find the court order and do comment.

If the DGTCP Haryana does not take apropriate action as per the law can he be tried under Prevention of corruption act for dereliction of Duty .

If a IAS level officer who has the Power to grant licenses to Builders, as per Law than what is the Motive for not acting despite the Clear instructions from the Hon.High court of the Land.

a Contempt of Court petition will be Lodged against the DGTCP after 3 months but pls advice can he be tried under Prevention of Corruption act.
