Indian citizenship

We both parent Indian citizen domicile in Maharashtra since 1970. During 2001-2005 we went to usa on work visa and returned back to india. My child born in USA in 2001that time registration by birth was not existing so we apply for US passport a d pio while returning to india. We need to appky for her indian citizenship but had to waited for 10 year stay on pio card in india but at 10th year new rule came in 2015 which converts all pio to oci. So we had to apply for oci in 2016. We got OCI but had to surrender pio. Now for child's indian citizen we have to apply onlyafter another 6 year on oci card. When she will be 21 in 2022 but then again as per oci rule she has to apply for reissue of new oci after age 20... so may be i will end up with her indian citizenship at age 27 (2028). She is in india from age 4. Again her entire education is all svrewed up due to mumbai university new rules of seperate admission criteria for pio oci fn nri with 5 times fee of regular....by staying in india how can u expect to pay 5 times fee...also govt has started scholarship to all oci pio who stays and studied upto 12th abroad..looks like indian government has no idea how complicated they are making laws. One mistake of going abroad for company work and having child has made our entire family life a hell... Complicated laws and new rules delay her indian citizenship and state govt making life and education miserable by asking 5 times fee.can any one help to get indian citizenship for child age 17 legally by law..
