my name is umesh dalvi. i have purchased flat in panvel 2 years ago. but buider is not giving me possession as he is saying that you should pay the gharpatti first which he has charged 7000/-. and saying that it is paid by them i want to know that who should pay property tax, means when should buyers come in picture in property tax process.
