My builder handed over my flat couple of months ago with only a possession letter signed by him. However my flat is approved by CMDA. Kindly guide me if it is mandatory or neccassary to collect CMDA completion letter before paying the final payment. My builder insist there is no such letter from CMDA for my flat. (My flat is ground floor flat in 5 in 1 apartment with slit & ground + 2 floors).
