Is Registration under Indian registration Act *urely a Judicial Act?

Dear All,

                                Is Registration under Indian Registration act a pure Judicial act or it is  within the domain of Executive with quasi judicial in nature?

I would like to add that registration of a document is not an empty formality. The registrar has to satisfy himself that the document is prima facie registrable. He can check certain legal aspects of the documents. For example, if a minor executes a document, the Registrar can refuse to register it.

On the same Ground Registration of property say flat in Co-operative Housing society could not be registered if outgoing member has not clear society legitimate dues,inclusive of statutory charges like property taxes etc,and society has not issue NOC.
