As of now, there is no National/Indian Judicial Service Cadre. Presently the Higher Judiciary (which are High Court, National Tribunals,Supreme Court) is staffed by selection of Session Judges or Senior Practising Lawyers from the High Court Bars. The normal promotional channel for State Civil Judges to High Court Judge level is : Civil Judge Junior Division,-> Civil Judge Senior Division,-> Chief Judicial Magistrate -> Additonal Sessions Judge -> Sessions Judge [Selection}-> High Court Judge (Appontment by President of India on recommendation of the Judicial Collegium). There is a small percentage of Additional SEssions Judges ‘ posts to which selection by examination is done, and Junior Judges with prescribed length of service ( 7 to 10 years) can appear for this Exam (popularly known as HJS Ex, which is not the same as a National Judicial Service Examam).
Young Judicial Talent is desperately waiting for the NJS/IJS to materialize so that they can demonstrate their eligibility and get selected as Probationary Judicial Officers .
