Except the decision of the Court, if available on internet, no other record is accessible by the General Public.

Rule 114 of the NCLT Rules says that " (1) The parties to any case or their authorised representative may be allowed to inspect the record of the case by making an application in writing to the Registrar and by paying the fee prescribed thereof. "

What you asked in your query was whether General Public can access judicial records.   Parties to the Case may be General Public, but all General Public may not be parties to the case.

I think you are not able to read and understan English properly.
