Can General Court Martial be held in any part of India irrespective of the cause of action? Suppose A is tried for a serious offence under the Indian Penal Code committed in District 1 of a State can he be tried in any District of the said State?

Mr.Assumi:Court martial proceedings are initiated at local level and is recommended by the local area commander.
Suppose any offence has been committed by a serving military personnel and even if it was reported to the local police and the accused was arrested by them,then also local military commander is authorised to initiate GCM against the offender and he can be transferred to military custody.
