karnataka govt appointment

I had an appointment in kar govt hosp. as doctor in 2011 under cat 2b. All the selected candidates joined except me as they sent my caste certificate for verification. the verification took long time. they sent letter aftrr some months that if verification is not done in 10 days the appointment will b cancelled. but at the time of letter I was out of country. they have given that wrongly to some other person , who was not in waitlist also. it is 2015 now , I want my appointment. can I file a case ?

any suggestions please. can I file case now , in 2016. the post was a permanent one , which was in 2011 and cancelled without a proper reason , with a letter sent to me whenI was out of country.

1) Agreed with the above said experts opinion, a time barred case.

2) The vacancy cannot be kept unfilled waiting for the prospective whereabouts unknown candidate for around 5 years, too long a period.

3) If u r within reasonable delay and the vacancy filled with another whose appointment order according to u is irregular/ wrong, then can be challenged.

I had approached them , within twp- three months , but they asked me to come in 15days- 1 mon and that kept going on. and then they said , at next call they will take me. there is call coming up now. ....but I am afraid , what gaurantee that they will take me ?
