Karnataka Labd Reform Act 79a 79b

my father purchased agricultural land in karnataka by selling a agriculture land in maharashtra. Assistant commisioner is not considering this and he has forwarded it to higher authority. Cant a agriculture land be purchased by selling a agriculture land of nearly sane amount? Is this violation of 79a & 79b? Also the land is purchased just 5 months before the amendment of ₹25 lakh from ₹2lakh...is my dad still liable as per old 79a & 79b act if income is around ₹10lakh for one year 2015 and ₹2 for 2011-2014.
