Legal Heir

My father died 2 years back and 4-5 of his Mutual Funds/Bank accounts has no nominee mentioned. The bank/mutual fund house gave a list of documents required to transfer it in one of the legal heirs name. The problem is that for few of them, we have to submit "Indemnity Bond" and "Affidavit", which requires signature of "Guarantors". In case of Bank account, the "Guarantors" have to even fill-up a form. While we do not mind giving any number of Bonds, we have a problem with the "Guarantors" part....we really do not wish to take the obligation of any one for our work. None of the account/mutual fund value is more than 15,000/-. We have a Legal Heir Certificate. Please advice, what we can do to avoid taking guarantors signature. Would getting a Succession Certificate from court help?
