Legal heirs of the deceased seller not cooperating..

My father purchased a land from his uncle some years ago, meaning he paid the value for that land with most documentationcs done, but before my fathers complete ownership of the land, his uncle died, his children(my fathers cousins) being his legal heirs now, will have to do the final work. but due to past family disputes out of four, one of them is denying to give his sign( we contacted all four of them, three are ready to sign, but one of them is not receiving our call, we hv been trying to contact him through calls everyday for a month, he is in contact with his siblings, but unwilling to answer our call), and weneed to get the work done on an urgent basis, what can we done now? ( due to this we are not able to take a loan on that land)

Your urgency will not come to your rescue in the given situation.

You have to issue a legal notice through a lawyer demanding him to execute the registered sale deed on behalf of his deceased father as one of the legal heirs/successores in interest.

Failing to respond, you may have to file  suit for specific performance of contract before a court competent.
