Regarding lien on the job, please be informed that it is not a matter of right you can demand from the Employer. It is as per the discretion of the Employer. Therefore, you may study the internal rules and regulations of the organisation under which you were appointed and be guided accordingly.

Why do you intend for lien on your service ?
If you can convince your employer there should not be any problem in acceptance of your technical resignation.

If you are eligible for technical resignation, you can apply for the same with lien period.
Before that you may peruse the regulations in this regard including the DOPT circulars governing your situation for more clarity
