Limitation act in bond for education studies

Respected Sir/Madam,

I had secured admission to MBBS in a govt medical college located in Maharashtra in year 2003. At the time of admission, I had signed a bond stating that I will work for the Govt. of Maharashtra for one year upon completion of MBBS in 2008. And that if I fail to work, then I shall pay Rs. One lakh as a bond.

However, I have never worked. And so far, there is no communication from the Govt. of Maharashtra. I have never received any letter or legal notice from govt. asking me to fulfil the bond. My age was less than 18 years on the date of signing the bond.

My questions is: under Limitations Act, am I still obliged to work or pay? More than 3 years have passed with no communication from the government.
