Very simple.

 

Anyone can draft a Bill with the justification of matter in the public interest (In the interest of People of India). Even a single citizen can draft it and can agitate to put up the same Before Parliament. Further it is up to the Parliament.

 

It says the democratic constitution of India. It is People’s State and it is not a State of the Government or it is also not the State of any Member of Parliament. Every citizen is the Master of the State if he/she initiate a matter in the interest of People of India subject to that the majority in Parliament accept the same.

Moreover, if the members in parliament refuse the same due to their vested interest but if the public (People) like the same should be accepted in that case the pressure comes on political parties to go with the public otherwise they will not stand a winner in election. AND IT IS THE COSTITTIONAL CONTROL OF PUBLIC (CITIZEN) - THE CENTRE POINT OF THE CONSTITUTON OF OUR DEMOCRACY - "THE RULE OF PEOPLE RULE BY PEOPLE RUE FOR PEOPLE".

Till now most of the Bills are drafted by bureacrats sitting behind the scenes. These Bills are in most cases passed blindly by Legislature since most of them are there not with aim of social work but with aim of making money. Hence the nexus of Politician, bureacrat and judicary has been regularly getting oiled. Probably this is the first time the Bill will not be drafted by bureacrats.

--- ram ji, here is a mistake. people of india jointly enjoyed the soverignity or the power of perliament through the government.

so the relation between the people of india and the government is master servent relationship and vice versa.

 

in one hand, every citizen is ruler and in otherhand he is ruled by te government, both are true - and we have to understood it.

but what about constitution, was it prepared by a team of burocats?

let the bill come first other wise no political representives will agree once again and consensus

on the topic will be lost and it will be in coldstorage for another 40 years. Bill has to get approval

and wait how political parties and politicians act on the bill.My only request for all intelectual

and academicians in the country to be united to get the bill approved early as suggested by civic

society as it  represents the interest of the society .
